The implementation of the Delhi Motor Vehicle Aggregator Scheme, 2023 is currently pending approval from the competent authority, as stated by the Delhi government. The scheme aims to regulate bike taxis in the city and ensure compliance with necessary safety measures. The government emphasized the importance of fulfilling conditions such as police verification, installation of GPS devices, panic buttons, and more to ensure the safety of passengers and promote road safety.

A plea filed in court questioned the permissibility of bike taxis operating without meeting these conditions. The plea argued that the respondents’ bike taxis should not be allowed to ply without adhering to the specified safety measures. Among other concerns, the plea also highlighted the need for private number plates and appropriate permissions for bike taxis.

During the hearing, the bench inquired whether the bike taxis currently operating have private number plates and permission to function under such plates. The Delhi government counsel responded by stating that bike taxis must obtain a license to operate legally.

In response to the concerns surrounding bike taxis, the state government has drafted a policy and opened it for public comments. This indicates an active effort to address the regulatory aspects and seek input from the public regarding the operation of bike taxis in Delhi.

Notably, the Supreme Court had previously raised concerns about the high-risk nature of bike taxis, particularly due to the absence of insurance coverage in case of accidents. This further emphasizes the importance of implementing appropriate regulations and safety measures to safeguard both riders and passengers.

As the Delhi Motor Vehicle Aggregator Scheme, 2023 awaits final approval, the government’s focus on ensuring road safety and passenger security remains paramount. Once implemented, the scheme will play a crucial role in regulating bike taxis and providing a safer mode of transportation for commuters in Delhi.
