Manipur Imposes Ban on Circulation of Violent Images and Videos Amid Ethnic Clashes

The northeastern state of Manipur, marred by ethnic clashes since May, is taking steps to curb the circulation of violent images and videos that have contributed to the unrest. In a bid to restore normalcy, the Manipur government has issued an order banning the sharing of such content through various social media platforms and electronic devices.

The directive, issued by Commissioner (Home) T Ranjit Singh on behalf of Governor Anusuiya Uikey, is viewed as a “positive step towards bringing normalcy in the state.” The order explicitly states that no one shall be allowed to circulate or spread images, videos, or pictures that depict violent activities, injury to individuals, or damage to public or private property. This ban extends to electronic devices such as tablets, computers, mobile phones, and the dissemination of bulk SMS.

Individuals who possess content showing harm or damage are instructed to approach the nearest superintendent of police and submit such material for appropriate legal action.

Moreover, the order underscores that anyone found circulating such images or videos or misusing technology to incite violence or hatred will face the consequences under relevant laws.

Manipur has been grappling with ethnic clashes between the Meiteis and tribal Kukis since May 3, resulting in significant disruptions to daily life in the state. Tragically, these clashes have claimed the lives of at least 178 people, led to the burning of thousands of houses, and caused over 50,000 individuals to be displaced from their homes.

Despite a ban on internet services since May, sensitive videos and images depicting violence, fatalities, and property destruction have periodically emerged, gaining widespread attention and sparking protests. In one harrowing incident, a video showing two women being paraded naked, with one allegedly raped, by a mob went viral, prompting condemnation. The state police arrested seven individuals in connection with the case, which was subsequently transferred to the Central Bureau of Investigation.

Numerous other distressing videos have also come to light, showing gruesome scenes such as a man’s decapitated head, two youths being shot on camera and discarded in a ditch, and the destruction of property and religious sites.

Recently, photos of the bodies of two students who had gone missing from Imphal in July circulated widely, leading to widespread protests and demands for justice. These protests resulted in clashes with police and security forces, leaving approximately 100 people injured. Just last week, another video emerged, showing a person being burnt.

The ban on circulating such content underscores the government’s efforts to maintain peace and stability in Manipur amid the ongoing unrest and the challenges posed by the dissemination of violent images and videos.
